Judy O’Keefe is a senior leader with a strong background in operational transformation, engineering strategy, and commercial delivery. As Director of Fleet Management, she oversees Openreach’s 23,000-vehicle fleet (largest racked fleet in the UK), on track to reach 7,000 by the end of the financial year. She is passionate about sustainability and proud to be playing a key role in delivering BT Group’s Net Zero targets.
Judy’s leadership style is collaborative and people-first. She believes that empowering teams, building trusted partnerships, and making data-led decisions are essential to enabling engineers to deliver for the business and its customers. She also champions the importance of educating and supporting EV drivers to bust myths and encourage adoption —while recognising that diesel engine (ICE) vehicles still have a role to play. Ensuring engineers have the right vehicle for the job is a decision grounded in operational data.
Previously, Judy served as Operational & Innovation Director, where she was proud to help lead the fibre transformation of Openreach. She has also held senior roles in engineering innovation, commercial contracts, and financial risk—bringing a wealth of experience to her current role.
