Richard Evans, EV Policy and Project Officer – London Councils
Richard works in the EV team at London Councils, where he supports London Boroughs in the planning, procurement, and implementation of EV charging infrastructure. His role involves strategic engagement with key stakeholders across the capital to facilitate the development of an equitable and effective charging network.
Richard plays a key role in informing and supporting London Boroughs on the use of cross-pavement EV charging solutions. As part of his work at London Councils, he co-authored the report “Cross-Pavement Solutions for Electric Vehicle Infrastructure”, which provides policy guidance for local authorities navigating the complexities of cross-pavement charging. The report identifies the policy, technical, and operational challenges presented by these solutions, while also highlighting current best practice and benefits. In doing so, supporting informed local authority decision-making.

The challenge
This year’s Transport + Energy Forum comes at a time of rapid acceleration for the two sectors, as the industry drives towards 2030 clean energy (95% of generation from clean sources) and battery-electric vehicle (80% BEV and 20% hybrid) targets.
It is less than five years until these first goals need to be met on the road to decarbonised transport. Now is the time for certainty.
New Opportunities
The Forum will be vital for transport and energy
professionals across the public and private sectors, as they implement new
funding streams and technologies to hit these goals.
This includes the new £30m depot charging fund and topped-up
Local Electric Vehicle Infrastructure (LEVI) £343m pot, which provides
certainty for both commercial fleets and private vehicles, as drivers switch to
electric. These investments come alongside the swift grid connections promised by Ofgem, increasing energy flexibility, and other new incoming technologies, such as Vehicle-to-Grid and smart charging schemes – all of which are needed for a successful transition and public-wide buy-in to EVs.
These topics will provide the basis for detailed discussion
and analysis during the Forum, offering attendees a comprehensive ‘how-to’
guide on various elements of the decarbonisation of transport and energy, as
well as the opportunity to hear from – and interrogate – sector-leading
organisations on their projects, and the methods of delivery.
Electric take-up
The Forum also comes as fleet managers and the general
public are taking-up electric vehicles in greater numbers. With the government
committing to the 2030 phase out of ICE vehicles earlier this year, the overall
UK vehicle parc is becoming increasingly electric, the size of the opportunity
– and challenge – will exponentially grow as the current million EVs becomes
10s of millions.
As we move beyond 100,000 public chargers, and towards the
300,000 required, this infrastructure must also be accessible, fast, and
easy-to-use. The Forum will explore these issues, and how they can be overcome
efficiently and effectively.
From commitment to certainty
As the Climate Change Committee has highlighted, more still
needs to be done on incentivising the take-up of EVs. A nationwide public
charging network, large-scale cross-sector collaboration, and meeting energy
demands will provide the assurance – and certainty – that the public and
businesses need to deliver on the electrified future of transport.
As we move from a period of initial commitments to a wider certainty in hitting goals, the industry will come together at the T+E Forum and reveal how through collaboration, planning and delivery of projects and schemes, it can meet the ambitious goals.
