More than a third of drivers in the UK don’t have access to off-street parking, leaving millions at risk of being excluded from the cost and convenience of charging at home. Cross-pavement solutions offer a safe, practical way to bridge this gap.

Local councils are critical to making the EV transition fair and equitable. By enabling residents without driveways to charge at home, authorities can ensure the benefits of lower running costs, convenience and cleaner air are shared across all communities.

Join Russ Morgan from Ohme, Jonathan Jenkins from Motability Operations, Richard Evans from London Councils, plus Michael Goulden, Co-founder of Kerbo Charge, for a breakfast panel and discussion at the Transport + Energy Forum.

Together, we’ll explore how councils can enable inclusive charging in a way that is safe, accessible and cost-effective.

The session will feature real-world case studies from live deployments, insights on accessibility and resident needs, and updates on new government support. With an interactive format, attendees will have the chance to ask questions, share experiences, and take away practical resources.

About the speakers

Russ Morgan, Commercial Innovations Director – Ohme

Russ Morgan is Commercial Innovations Director at Ohme, the UK’s fastest-growing smart charging platform provider. He focuseson accelerating the EV transitionby introducing technologies and solutions that enhance customer experience, improve accessibility, and maximise the value of EV ownership. A committed EV driver and technologist, he is passionateabout advancing the UK’s journey to net zero.

Richard Evans, EV Policy and Project Officer – London Councils

Richard works in the EV team at London Councils, where he supports London Boroughs in the planning, procurement, and implementation of EV charging infrastructure. His role involves strategic engagement with key stakeholders across the capital to facilitate the development of an equitable and effective charging network.

Richard plays a key role in informing and supporting London Boroughs on the use of cross-pavement EV charging solutions. As part of his work at London Councils, he co-authored the report “Cross-Pavement Solutions for Electric Vehicle Infrastructure”, which provides policy guidance for local authorities navigating the complexities of cross-pavement charging. The report identifies the policy, technical, and operational challenges presented by these solutions, while also highlighting current best practice and benefits. In doing so, supporting informed local authority decision-making.

Jonathan Jenkins, Head of Innovation, Motability Operations

Jon leads innovation at Motability Operations, supporting more than 760,000 disabled people who currently lease a vehicle through the Scheme make the switch to electric. Jon leads on developing new partnerships with providers of mobility solutions with a view to scaling products for the benefit of all Motability Scheme customers.

Michael Goulden, Co-founder, Kerbo Charge

Michael co-founded Kerbo Charge in 2022 after spotting how difficult and expensive it was to charge an EV if you don’t have driveway. Living in London on a terraced house and watching public charging costs spiral up, he had very first hand experience of the problem. Michael is a recovering management consultant, he was a senior manager at KPMG. Working with central and local government clients, he has a little first hand experience of some of the challenges councils face.
